Curaçao's Licence Register as Open Data: 665 Licences, and 276 Past Their Printed Expiry Under 'Assessment in Progress'
We parsed every row of the Curaçao Gaming Authority's Online Gaming License Registry (PDF dated 21 September 2026) and republished it as JSON and CSV. 665 licences: 281 'Assessment in progress' — 276 of them past the expiry date the register prints, by a median of 109 days — 207 'Indefinite', 60 expired, 50 revoked, every one of those at the operator's own request. The CGA's own revocations sit in a separate enforcement register: 32 entries.
Curaçao publishes who holds an online gaming licence as a 28-page PDF. We parsed every row of the edition dated 21 September 2026 — 665 licences — and republished it as open data: JSON and CSV, one row per licence, every field exactly as printed. Tabulated, the register says something the PDF does not make obvious: the largest single group of licences, 281 of them, shows “Assessment in progress”, and 276 of those are past the expiry date printed in their own row.
This page sets out what the register contains, what the counts are, and what they do and do not mean for someone deciding whether a Curaçao-licensed casino is licensed. We review crypto casinos, several of them Curaçao licensees, and some of them are commercial partners; none of that changes a count, and the parser that produced them is described at the end.
The register in one table

Two numbering series coexist. 626 licences carry OGL numbers (OGL/2023/… and OGL/2024/…), the wave issued under the transitional online gaming policy from November 2023. 39 carry CGA numbers (CGA/2025/…, CGA/2026/…), and all of those were issued from 31 March 2026 onward.
Finding 1: “Assessment in progress” is the register’s largest class, and it runs past expiry
The register prints both an issue and an expiry date on 408 rows, and 407 of them are six-month terms; the 408th is the row whose expiry precedes its issue date. When that term ends, a licence does not necessarily move to “Expired”. For 281 licences the status reads “Assessment in progress”, and in 276 of them the printed expiry has already passed:

The other five have expiries between 23 and 30 September 2026. Their issue dates run from May 2025 to March 2026, with the largest batches issued in October 2025 (41), January 2026 (44) and February 2026 (40). 248 are B2C operators, 33 B2B suppliers.
The register does not define the label. What the rows show is consistent with licensees from the OGL wave being assessed for a full licence under the National Ordinance on Games of Chance (LOK), in force since 24 December 2024, and remaining listed while that happens — a licence under assessment is not a revoked one, because revocations are written out explicitly. But 42% of the register is in a state the regulator has not explained in the document itself, and the dates printed next to the label say something other than the label does. That is the gap a player falls into when a review site writes “licensed in Curaçao” without saying which kind.
Two operators we review are in this class: Stake’s Medium Rare N.V. (OGL/2024/1451/0918, printed expiry 9 June 2026) and Cloudbet’s Halcyon Super Holdings B.V. (OGL/2024/328/0599, printed expiry 23 May 2026). Both remain listed in the 21 September edition, neither is in the enforcement register, and both have been in this state at every reading we have made since August — see the licence tracker.
Finding 2: two-thirds of the “Indefinite” licences were issued on one day
207 licences show “Indefinite” — no expiry recorded, the strongest status in the document. 163 of them were issued on 24 December 2025, one year to the day after the LOK entered into force. The rest arrived in smaller batches through 2026: nine on 7 March, five on 9 May, four on 23 May. 178 are B2C and 29 B2B.
This is the class we treat as the strongest evidence of a live licence. In our roster it includes Shuffle (Natural Nine B.V., OGL/2024/1337/0628), BitStarz (Gareton B.V., OGL/2024/165/0185, and its former entity Dama N.V.) and Roobet (Raw Entertainment B.V., OGL/2024/687/0427) — all issued 24 December 2025.
Finding 3: the licence register records no revocation by the regulator
All 50 revocations in the licence register carry the same wording: “Revoked as of [date], at the request of the operator” (one row misspells it “Reoked”). 31 are dated 2026, 18 2025 and one 2024.
The revocations the CGA imposed itself are in a different document. Its Enforcement Register, last updated 14 September 2026, lists 32 entries: 31 “Revoked” and one “Not extended by the CGA” (Bellona N.V., 25 June 2025). Ten of the 31 revocations are dated 25 November 2025, the largest single action in the document. The enforcement register describes its own scope narrowly — it covers actions that affect a licence’s status, not every enforcement measure, and says no rights can be derived from its contents.
The practical consequence: reading only the licence register, you would never see a regulator-imposed revocation. The 31 CGA revocations do not appear there as “Revoked by the CGA”; to see them you must open the second PDF. One licensee appears in both with different accounts. Rozairo N.V. (OGL/2024/157/0993) is listed in the enforcement register as revoked on 25 November 2025, and in the licence register as “Revoked as of December 08, 2025, at the request of the operator”.
What this means if you are checking a casino
- “Licensed in Curaçao” is three different states. Indefinite, assessment in progress past expiry, and a dated six-month term are not the same thing, and a seal in the footer does not tell you which one a casino is in.
- Search for the company, not the brand. The register lists legal entities. Searching for “Stake” finds nothing; searching for “Medium Rare N.V.” finds the row. The company name is in the casino’s footer or terms.
- Check both documents. The licence register for the row and its status; the enforcement register for anything the CGA did to it.
- Match the company to where the money comes from. A clone can copy a seal image and even a real licence number; it cannot make the register list its own company, and it cannot make your withdrawal arrive from the licensee. Cloudbet, for example, tells its players to expect “Halcyon Super Holdings B.V.” as the sender on crypto withdrawals — the same company the register lists.
- Curaçao’s protections are real but limited. Since the LOK, licensees must segregate player funds and use a certified dispute-resolution provider — the CGA’s list of article 5.17 certificate holders (31 August 2026) names seven certified ADR providers — the newest, from 27 August 2026, is IBAS — and five certified test labs. The dataset

Each row keeps the fields as printed: row number, licence number, licensee, B2C or B2B, Chamber of Commerce registration number, issue date, expiry date (null where the PDF prints N/A, or prints no expiry column, as on revoked rows) and the status text. We add two fields: the numbering series (OGL or CGA) and a normalised status class, which is where the counts above come from. No row is added, dropped or edited.
How it is produced. A script downloads the registry PDF linked from the CGA’s license-registers page, extracts the text, and splits it on row numbers. It refuses to publish unless every row number from 1 to the last is present exactly once and every row yields a licence number, a licensee, a company type and an issue date — so a change in the PDF’s layout fails loudly instead of publishing half a register. The first run failed that check on the 50 revoked rows, which print no expiry column; the parser was corrected to read them, not to skip them. Counts are as of the registry PDF last updated 21 September 2026 and the enforcement register last updated 14 September 2026, both read 23 September 2026. - The Curaçao Gaming Authority's Online Gaming License Registry dated 21 September 2026 lists 665 licences issued under the policy in effect since 15 November 2023: 571 to B2C operators and 94 to B2B suppliers. Not all are live: 60 show 'Expired' and 50 'Revoked', and 281 show 'Assessment in progress'. 207 show 'Indefinite', and 63 carry no status text with an expiry date still in the future.
- What does 'Assessment in progress' mean on the Curaçao register?
- The register does not define it. What the rows show is that 276 of the 281 licences with that status have an expiry date, printed in the same row, that has already passed — by a median of 109 days as of the 21 September 2026 edition — and the licence remains listed rather than moving to 'Expired'. It is consistent with licensees from the transitional OGL wave being assessed for a full licence under the LOK, and it is not a revocation: revocations are recorded explicitly. But the regulator has not said what a player should read into it, so we report the label as printed.
