Crypto Casino Licence Tracker — Every Operator We Cover, Verified Against the Regulator's Own Register
A standing, dated record of the licences behind the crypto casinos we review — operating entity, licence number and the status shown in the Curaçao Gaming Authority's own registry PDF, re-read on a 45-day cycle. As of the 8 September 2026 registry: Shuffle, BitStarz and Roobet hold 'Indefinite' entries; Stake and Cloudbet show 'Assessment in progress'; the two Anjouan licences, BC.GAME's and Wild.io's, have no public register to check.
Most review sites copy the licence line from the casino’s footer. This page is the standing record of what the regulator’s own register actually says about every operator we cover — entity, number, status and date — re-read on a 45-day cycle. The current basis is the Curaçao Gaming Authority’s Online Gaming License Registry PDF dated 8 September 2026, read by us the same day, and the CGA enforcement register. Status labels are quoted from the registry as written. What “Assessment in progress” does and does not mean is covered in the FAQ above; the short version is that it is the registry’s LOK-transition pattern, not a revocation — revocations and suspensions live in the separate enforcement register, where none of these entities appear.
How to run the same check yourself
- Open the CGA’s License register page and download the Online gaming licenses PDF — that is the regulator’s own document, updated with a date in its header.
- Search it for the operating entity named in the casino’s terms (not the brand name — brands and entities differ, and entity changes are themselves informative, as BitStarz’s history shows).
- Read the row: licence number, issue date, expiry, status. Cross-check the number against the casino’s footer seal via cert.cga.cw.
- Check the Enforcement register PDF on the same page — that is where revocations, suspensions and non-extensions are recorded.
- For Anjouan licensees there is no equivalent register — weigh the operator’s payout record more heavily instead, per our Anjouan guide.
A dead-domain warning while you do this: many sites (ours included, until 22 August 2026) still link the regulator’s old gcb.cw domain, which no longer resolves at all. The register lives at cga.cw; old certificate deep links do not validate on the new portal, so start from the register page itself.
The regulator behind the register: governance since 2023
A licence is only as meaningful as the body that grants it, and Curaçao’s regulator has itself been through visible turbulence during the LOK transition. The dated record, from trade-press reporting:
- November 2023 — the government began issuing provisional licences to bridge the gap between the old master/sub-licence system and the LOK’s direct licences. Today’s OGL-numbered register entries descend from that wave.
- November 2024 — a forensic investigator filed a criminal complaint against then-Finance Minister Javier Silvania over the handling of those provisional licences, alleging fraud, embezzlement, money laundering and abuse of office. They are allegations, not findings; the regulator has publicly rebutted fraud claims around the licensing reform.
- 19 August 2025 — administrative responsibility for the CGA moved from the Ministry of Finance to Minister of Justice Shalten Hato, described by officials as a transparency measure.
- Mid-September 2025 — the CGA’s entire supervisory board (Shelwyn Salesia, Robert Reijnaert, Ildefons Simo) resigned. The CGA characterised the departures as administrative following a government transition and stated that licensing and supervision would continue uninterrupted.
- From January 2026 — the LOK’s local-substance requirements took force: licensees need a real presence in Curaçao rather than a paper structure.
None of this changes what the register records, and we do not adjust ratings on governance news. It is, however, exactly why this page quotes the register verbatim with dates instead of vouching for the regulator’s health — and why our reviews weight what a licence enforces (fund segregation, dispute resolution: neither, in Curaçao’s case) over the badge itself.
Why this page exists
Licensing is the single most-cited trust signal in casino reviews and the least-often verified one. The register is public, dated and machine-readable — there is no excuse for copying footers. Licence status can change at any time; the register itself disclaims guaranteeing current validity. Verify against the CGA register before relying on it, and play only where it is legal for you.
FAQ
- How do you verify a crypto casino's licence?
- We do not trust the footer seal. For Curaçao licensees we download the Curaçao Gaming Authority's Online Gaming License Registry — the PDF the regulator itself publishes — and read the operator's row: entity name, licence number, issue date, expiry and status. We also check the CGA's separate enforcement register for revocations and suspensions. For Anjouan there is no comparable public register, so verification is limited to the operator's own documents, and we say so.
- What does 'Assessment in progress' mean on the Curaçao register?
- It is the registry's own status label, which we report as written. Entries carrying it — including Stake's and Cloudbet's — show recorded expiry dates that have passed while remaining listed in the registry, the pattern of Curaçao's LOK transition in which operators licensed under the earlier OGL wave are assessed for full licences under the new regime. A large share of OGL-numbered entries carry the same status. It is not a revocation: neither entity appears in the enforcement register.
- Which crypto casinos hold an 'Indefinite' Curaçao licence?
- In our roster, as of the registry PDF dated 8 September 2026: Shuffle (Natural Nine B.V., OGL/2024/1337/0628), BitStarz (Gareton B.V., OGL/2024/165/0185) and Roobet (Raw Entertainment B.V., OGL/2024/687/0427). 'Indefinite' means no expiry is recorded — the strongest status class in the document.
- How often is this tracker updated?
- We re-read the registry on a 45-day cycle, and sooner if news warrants it. Every row carries the date of the registry edition it was read from, and the change log at the bottom records what moved between readings. If a status changes — for example an 'Assessment in progress' entry becoming a full licence, or any entity appearing in the enforcement register — we update the affected reviews the same day.
- Is Stake licensed?
- Yes, and the entry is public. The Curaçao Gaming Authority's registry PDF dated 8 September 2026 lists Medium Rare N.V. holding B2C licence OGL/2024/1451/0918, issued 9 December 2025, with a recorded expiry of 9 June 2026 and status 'Assessment in progress'. The entry remains listed and Medium Rare N.V. does not appear in the enforcement register. That status is the LOK-transition pattern, not a revocation — but it is a different class from the 'Indefinite' entries held by Shuffle, BitStarz and Roobet.
- Is Shuffle licensed?
- Yes. The registry PDF dated 8 September 2026 lists Natural Nine B.V. holding B2C licence OGL/2024/1337/0628, issued 24 December 2025, with no recorded expiry and status 'Indefinite' — the strongest status class in the document. Natural Nine B.V. does not appear in the enforcement register.
- Is Cloudbet licensed?
- Yes, with the same caveat as Stake. The registry PDF dated 8 September 2026 lists Halcyon Super Holdings B.V. holding B2C licence OGL/2024/328/0599, issued 23 November 2025, recorded expiry 23 May 2026, status 'Assessment in progress'. The entry remains listed and the entity is not in the enforcement register.
- Is BitStarz licensed?
- Yes. The registry PDF dated 8 September 2026 lists Gareton B.V. holding B2C licence OGL/2024/165/0185, issued 24 December 2025, status 'Indefinite'. The former operating entity Dama N.V. also still appears, holding OGL/2023/174/0082 with the same status. Neither is in the enforcement register.
- Is BC.GAME licensed?
- Not in Curaçao. BC.GAME surrendered its Curaçao licence in December 2024 and now runs on an Anjouan (Comoros) licence, ALSI-202410011-FI1, held by Twocent Technology Limited. Anjouan publishes no equivalent register with statuses and expiry dates, so the licence cannot be verified the way a Curaçao one can. That is a difference in verifiability, not a claim the licence does not exist.
- Why can I not find my casino by name in the register?
- Because the register lists legal entities, not brands. Searching it for 'Stake' or 'Shuffle' returns nothing; searching for 'Medium Rare N.V.' or 'Natural Nine B.V.' returns the row. Read the operating company from the casino's own footer or terms first, then search for that. This gap is where fake-seal fraud lives: a clone can copy a seal image and even a real licence number, but it cannot make the registry list its own operating company.
