Every operator publishes a restricted-country clause and almost nobody reads it. We read all of them at source on 8 September 2026 and archived the text. Pick a country and see what those clauses actually say.

How this was built

  1. Each operator’s terms were opened at source on 8 September 2026 and the restricted-country clause copied verbatim into data/terms/ in our repository.
  2. Only clauses we read ourselves are used. BC.GAME’s terms render as a JavaScript shell we could not read, so it is reported as unverified rather than assumed safe.
  3. Sub-national exclusions cannot be expressed here — Ontario, and the occupied Ukrainian oblasts, are excluded by some operators without excluding the whole country.
  4. A clause can change without notice. Treat this as the position on the date shown and check the operator’s terms before depositing.

Countries where we show no casino links at all

These are our own policy, not an operator’s. In each of these countries advertising an operator that is not locally licensed creates liability for the publisher.

Argentina (AR) precautionary

Código Penal art. 301 bis criminalises promotion of unauthorised gambling; stake.com terms also prohibit Argentina.

Austria (AT) precautionary

Glücksspielgesetz advertising restrictions; all verified partners refuse Austria.

Bangladesh (BD) precautionary

Gambling Prevention Act 2026 (in force 1 Jul 2026) extends to promotion through advertisements, sponsorships, affiliate marketing and referral campaigns, with up to 3 years and BDT 5 million for promoters; operators face up to 7 years. Preceded by the October 2025 zero-tolerance directive barring gambling ads on any advertising platform. Gazetted Bengali text could not be read; four independent outlets agree on the wording and figures (2026-09-09).

Brazil (BR) source

LC 224/2025 art. 6 II makes anyone advertising an unauthorised operator jointly liable for its taxes; Portaria MF/SECOM/MJSP 73/2026 bars promotion of unauthorised operators by affiliates. Only .bet.br entities are authorised; none of our partners are.

Bulgaria (BG) source

Gambling Act (Zakon za hazarta) art. 10 as amended in force 18 May 2024 bans gambling advertising in electronic media and on internet sites, and art. 10(7) obliges any person who publishes, broadcasts or distributes gambling content to check the operator against the Bulgarian licence register; fines reported at BGN 5,000-10,000 for individuals and BGN 10,000-30,000 for legal entities. Canada (CA) source

Criminal Code s.202(1)(h) makes it an indictable offence to "advertise, print, publish, exhibit, post up, or otherwise give notice of any offer, invitation or inducement to bet", s.202(1)(j) catches anyone who "aids or assists in any manner", and s.206(1)(a) reaches one who "makes, prints, advertises or publishes ... any proposal, scheme or plan". Penalty is imprisonment up to two years, with a mandatory minimum on a second offence. Read at laws-lois.justice.gc.ca 2026-09-17. In May 2025 the Manitoba court granted a permanent injunction against Bodog holding that offering AND ADVERTISING unlicensed gambling contravenes ss.201, 202 and 206, and the AGCO wrote to media platforms the same month telling them to pull unlicensed offshore advertising. Canada looked like our largest fully open market on partner acceptance alone; on promoter liability it is not open at all.

Chile (CL) precautionary

Subtel DNS-block orders against stake.com and bc.game (2026-09-01) and a pending regulation bill.

China (CN) precautionary

Criminal Law art. 303, as amended by Amendment XI: whoever organizes citizens of the PRC to gamble overseas is punished under the casino-operation paragraph — up to 5 years, or 5 to 10 years where circumstances are serious, plus a fine. Read at en.spp.gov.cn 2026-09-16. The statute reaches organising rather than advertising, and its application to a foreign publisher is untested, so this row is precautionary rather than settled.

Colombia (CO) precautionary

Ley 643 art. 4 / Coljuegos: promotion of unauthorised operators is blocked; stake.com terms prohibit Colombia.

Finland (FI) source

Lotteries Act (arpajaislaki): the Ministry of the Interior states flatly that "marketing of gambling games other than those run by Veikkaus Oy is prohibited", and that a penalty payment for unlawful marketing "may also be imposed on a private person" (intermin.fi/en/police/gambling, read 2026-09-17). The prohibition is written to reach marketing aimed at consumers in mainland Finland whatever country it originates in, and the 2026 licensing reform prohibits commission-based online redirection to gambling sites by name — which is precisely what an affiliate link is.

France (FR) source

ANJ regime: advertising unlicensed operators prohibited; all verified partners refuse France.

Germany (DE) source

§284(4) StGB / GlüStV 2021 §5: advertising unlicensed gambling is an offence; de is already a no-promo locale.

Hong Kong SAR China (HK) precautionary

Gambling Ordinance advertising offence (text not read at source); Cloudbet refuses Hong Kong.

India (IN) source

Promotion and Regulation of Online Gaming Act 2025 (assent 22 Aug 2025) s.6 prohibits any advertisement directly or indirectly promoting an online money game, punishable by up to 2 years and a fine up to ₹50 lakh; s.5 bans offering or aiding such games (3 years / ₹1 crore). Iraq (IQ) precautionary

Penal Code 111/1969 art. 389 criminalises running a gambling establishment and penalises persons found gambling there; no advertising offence was found in the code. The Ministry of Communications ordered all online betting and gambling platforms blocked on 13 Jul 2026, so the traffic cannot convert in any case. Israel (IL) precautionary

Penal Law ch. 12 gambling offences; Stake and BitStarz refuse Israel.

Italy (IT) source

Decreto Dignità art. 9 advertising ban; it is already a no-promo locale.

Japan (JP) source

Owner policy: JP residents are warned, never targeted; stake.com answers HTTP 451 from Japan.

Kenya (KE) source

Gambling Control Act No. 14 of 2025 s.87 bars a person, without the Authority's approval, from promoting the advertisement of gambling or holding himself out by advertisement or promotion; breaches carry up to KES 20 million or 5 years. The Gambling Control (Licensing) Regulations 2026 (LN 111, 30 Jun 2026) reg. 18 price advertising approval at KES 50,000 plus 6% of the advertising budget, making promotion licensable-only. Netherlands (NL) source

KOA Act: advertising unlicensed operators prohibited; all verified partners refuse the Netherlands.

Pakistan (PK) precautionary

Prevention of Gambling Act 1977 bans betting in all forms and PTA blocks offshore sites under PECA 2016. No dedicated gambling-advertising offence was located, but promoters are actively prosecuted under PECA ss.13/14/25/26 plus PPC 420 — the 2025 arrest of a YouTuber over gambling-app promotion is the working precedent. Enforcement targets locally resident promoters (2026-09-09).

Peru (PE) precautionary

Ley 31557 / INDECOPI: advertising platforms without MINCETUR authorisation is prohibited; stake.com terms prohibit Peru.

Portugal (PT) source

Decreto-Lei 66/2015 (SRIJ): advertising unlicensed operators prohibited; Stake, Shuffle and BitStarz refuse Portugal.

Romania (RO) precautionary

GEO 77/2009 (as amended by GEO 82/2023 / Law 107/2024): gambling advertising must carry the operator ONJN licence number, affiliates promoting to Romanian players need a Class 2 ONJN licence, and promotion of unlicensed gambling is a contravention fined RON 50,000-100,000; ONJN blacklists unlicensed brands to ISPs and payment processors. Corroborated across legi-internet.ro, Lexology and Mondaq 2026-10-01; onjn.gov.ro returned 503, so not read at the regulator.

Singapore (SG) precautionary

Gambling Control Act 2022 s.85 advertising offence; Shuffle and Cloudbet refuse Singapore.

South Korea (KR) source

Criminal Act art. 247 punishes running a gambling establishment; advertising an offshore or unlicensed site is prosecuted as assisting it, so the promoter is exposed to the operator-side penalties rather than the player-side ones. Corroborated across independent legal summaries 2026-09-17; the Korean-language statute was not read at source, so this is graded corroborated rather than read-at-source. Korea enforces this aggressively and ignorance of the law is no defence there.

Spain (ES) source

Ley 13/2011 / RD 958/2020: advertising unlicensed operators prohibited; all verified partners refuse Spain.

Türkiye (TR) source

Law 7258 art. 5(1)(ç) (as substituted by Law 6495/2013) punishes those who by placing advertisements or otherwise encourage persons to play: 1-3 years imprisonment plus a judicial fine up to 3,000 days. Art. 5 offences carry wiretap and asset-seizure powers, and Istanbul prosecutors have charged influencers for betting promotion. Consolidated text read at mevzuat.gov.tr 2026-09-08.

United Kingdom (GB) source

Gambling Act 2005 s.330: advertising unlicensed remote gambling is an offence; every partner refuses UK players.

United States (US) source

Every partner refuses US players; state law treats offshore casino advertising as unlawful.

Uzbekistan (UZ) precautionary

Advertising Law ZRU-776 (7 Jun 2022) art. 46 covers advertising of lotteries and risk-based games including those organised over the internet; the 2024-25 licensing of online bookmaking did not lift it. NAPP sanctions schedule in force 9 Oct 2025 sets 10,000 BRV for breaching gambling advertising rules; in H1 2026 the Competition Committee referred 76 sites for blocking and charged three bloggers. 18+ only. Being accepted by an operator is not the same as it being legal where you live, and neither is a reason to play. Gambling involves real financial risk.
